Since its inception in 2016, CE Transport Law has been focused upon assisting Operators, Transport Managers and drivers to keep their vehicles on the road. We have attended Pubic Inquiries in England, Scotland and Wales and represented clients before the Upper Tribunal in both UK jurisdictions. As solicitors working only in the specialist area of transport law our focus and expertise are driven towards getting the best result for you and understanding how your business really operates.

After qualifying as a Solicitor in 2004, Carolyn commenced employment in a niche criminal practice where she remained for two years. During that time, she obtained her Duty Solicitor status and worked in police stations and criminal courts in order to represent suspects/defendants nationally.
In 2006, after taking up employment at Woodfines LLP, (Milton Keynes) in the Crime and Regulatory Department, she was recruited to assist with the prosecution of offences on behalf of the DVSA. After obtaining her Higher Rights of Audience, she went on to conduct trials in the Crown Courts and represented defendants in the Court of Appeal. 
After being made partner in 2010, Carolyn continued to expand her transport law caseload and expertise, representing clients before the Upper Tribunal in relation to appeals against decisions of the Traffic Commissioner. 


After successfully applying to the University of Swansea in 2013, Carolyn became an assessor for those who wished to participate in the Police Station and Duty Solicitor Accreditation examinations. 
In October 2015, Carolyn was delighted to be appointed by the Master of the Rolls, The Lord Chancellor, to sit as a legal member of the Solicitors Disciplinary Tribunal (or “SDT”). This appointment prompted her to think about her career in the longer term, whereupon she set up CE Transport Law Ltd.

Jaclin Bastian | Solicitor

Jaclin joined CE Transport Law in September 2020 and brings 16 years’ expertise as a criminal defence solicitor. After qualifying as a solicitor in 2004 with Franklins LLP in Milton Keynes, Jaclin represented clients in the Magistrates Court and the police station and in 2006 attained Duty Solicitor status. Jaclin has extensive experience in dealing with a broad spectrum of criminal offences as well as advocating on behalf of clients at plea in mitigation hearings, sentencing hearings and trials.

In 2007, Jaclin co-founded the specialist criminal and family law firm: Bastian Lloyd Morris Solicitor Advocates LLP as a Managing Partner. In 2009, Jaclin obtained her Higher Rights qualification and practised as a Solicitor Advocate representing clients in the Crown Court.

Following changes to criminal legal aid in 2014, Jaclin moved with the criminal litigation team to Cartwright King Solicitors, Milton Keynes where she continued to represent clients in the Magistrates Court, police station and the Crown Court on a daily basis.   

Prior to joining CE Transport Law, Jaclin practised as a Family Solicitor for two years advising clients on law and procedures relating to divorce, financial proceedings, child arrangement orders and injunctions.


Rebecca Dart | Solicitor

Rebecca joined CE Transport Law in November 2020 and brings 13years’ expertise as a criminal defence and mental health solicitor. Whilst training to become a solicitor, Rebecca obtained her mental health accreditation which is a recognised quality standard for practitioners representing patients in proceedings under the Mental Health Act 1983. This is a qualification that she has continued to maintain since 2007.

Rebecca qualified as a solicitor in 2007 and quickly obtained her police station accreditation, duty solicitor status and subsequently the criminal and civil higher rights of audience. 

Rebecca trained and qualified at Noble Solicitors in Bedfordshire where she represented clients in the police station, Magistrates and Crown Court and also at Mental Health Tribunals.

Rebecca took up a position later in her career as Director of Crime and Mental Health at Duncan Lewis Solicitors in Milton Keynes.

Rebecca now joins CE Transport Law and brings with her a passion to help her clients achieve the best possible outcome in every case.
